2024 Override Election

The override will provide funds to pay for the following:

• Additional teachers to maintain class sizes - in Kindergarten through 5th grade

• General and instrumental music teachers

• Physical education teachers

• Gifted education teachers

• Counselors

• Full-day kindergarten teachers

• Additional academic assistance opportunities for students including after-school intervention programs

No new tax is being requested. This would only be a renewal of a tax that has been in place. By law, voters must renew M&O overrides every five years in order to maintain the same level of funding. If it is not passed, Tempe Elementary will receive less funding.

Tempe Elementary School District No. 3 of Maricopa County, Arizona (the “District”), will hold a special 15% maintenance and operation budget override election on Tuesday, November 5, 2024. The total 15% budget override amount for the first year of the proposed continuation is estimated to be $10,815,000 and would be funded in that year by an estimated $0.51 tax rate per $100 of net assessed valuation used for secondary property tax purposes which is approximately equal to the current secondary tax rate for the existing budget override.

The Maricopa County School Superintendent will be preparing an informational pamphlet that will be mailed to households containing one or more registered electors within the District. Any persons wishing to submit an argument “for” or “against” the proposed 15% budget override (not to exceed 200 words) may do so by mail or hand delivery of the argument to the Maricopa County School Superintendent, School Elections Office 4041 N. Central Avenue, Suite 1200, Phoenix, AZ 85012; telephone: (602) 506-3866.

To be included in the informational pamphlet, such argument must be received in the office of the Maricopa County School Superintendent on or before 5:00 p.m., August 9, 2024. Such argument must be signed and include the name of the District, the author’s name, the name of any entity submitting an argument, address and telephone number. If the argument is submitted by a political committee, it shall contain the sworn statement of the committee's chairperson or treasurer. If the argument is submitted by an individual and not on behalf of an organization, a political committee or any other group, the person shall submit the argument with a sworn, notarized statement. Request for Arguments For or Against M&O Budget Override Election - English/Spanish

School-Based Technology - $25.3 million

These funds will be used to provide:

• 1 to 1 Access to technology at all schools and all grade levels

• Interactive classroom devices, document cameras, printers, copiers and other related equipment

• Instructional software applications and assistive devices

• Teacher laptops

 

Information and Management Technology Systems - $18.3 million

These funds will allow the District to continue the maintenance of its operational systems including:

• Cyber security enhancements, cloud security, web filter, fingerprinting and firewall software

• Student attendance and records software 

• Financial and human resources software

• School bus routing software 

 

School Furniture and Equipment - $5.3 million

Funds will be used to provide:

• Safety measures such as new radios, security cameras, and communication systems

• New furniture for new school construction common areas such as the library and classroom breakout spaces

• New playground equipment

• New kitchen equipment

This renews the DAA override that was passed in 2019. The DAA override only lasts for seven years so voters have to vote to continue to provide the DAA funding to their school district. The total impact on the tax rate is $0.33 per one hundred dollars of net assessed valuation. For the average home in the Tempe Elementary district, this amounts to approximately $57 per year.

The District seeks authorization to exceed its district additional assistance budget by the lesser of $7,000,000 or 10% of its revenue control limit. The estimated first year tax rate for the proposed district additional assistance budget override is $0.33 per one hundred dollars of net assessed valuation used for secondary property tax purposes.
